The Jaroslav Černi Institute for the Development of Water Resources leads WP4 (Water Quantity Issues) and takes part in all project activities within the following work packages:

  • WP1- PROJECT MANAGEMENT

  • WP2 - COMMUNICATION ACTIVITIES

  • WP3 - BASIN CHARACTERISATION-SW. The aim of the WP 3 primarily consists in handling of actual information on Tisza river basin, surface water status, as well as evaluation of Significant Water Management Issues what is the subject of five activities: Data collection for characterization of the basin; Assessment of significant pressures in the Tisza River Basin(TRB) -the changes and developments by 2015; Status assessment of the relevant surface water bodies of the TRB; JOINTTISZA Survey Manual development; and Evaluation of the SWMIs and proposal of effective measures. The output of WP 3 is the improved GIS database the important element within the Integrated River Basin Management Plan development and it contributes to programme output indicator - number of tools for improving transnational water management and flood risk prevention.

  • WP4 - WATER QUANTITY ISSUES. Water quantity is identified as one of significant water management issue in Tisza River Basin (TRB) due to the over abstraction of groundwater (GW), increase in irrigation and surface water (SW) abstraction, and key integrated water management issues (excess water, droughts, and climate change). In addition, achievement of good status for both GW and SW is obstructed by different sources of pollution. As a result, interlinkages between water quantity and water quality management issues are identified within the TRB.
    The main objective of WP4 is to evaluate water demand, GW status and measures that will sustain balanced water quantity management and achievement of good water bodies’ status. The activities are comprised of following: Data Collection on SW quantity and GW quantity and quality; Water quantity and GW status assessment; Data collection on the measures within the TRB relevant for SW quantity, GW quantity and quality ; Pilot Activity: Urban Hydrology Management ; and Summary of the WP 4 results. The main outcomes of WP4 will be integrated in Synthesis activities (WP6), included in WP2 and linked with WP3 and WP5 given the key integrated water management issues within TRB that are connected to water quantity management. The WP results will be fully integrated in Output - Final draft of the update of the ITRBMP and partly in Output Improved GIS database. The outputs of WP4 are Urban Hydrology Pilot and Training of best management on urban hydrology and they contribute to programme output indicators - number of pilot actions for improving transnational water management and flood risk prevention and number of documented learning interactions in finalized operations, in a given order.

  • WP5: FLOOD MANAGEMENT. As an important notion in the 1st ITRBMP that climate change and its hydrological impacts (droughts and flash-floods) should be fully addressed in decision-making to ensure the sustainability of ecosystems. Management objective to progress towards a harmonised implementation of the WFD and the Flood Directive was set. In line with the objective the WP5 aims to develop a strategic paper on Tisza River Basin Management Plan (ITRBMP) and Tisza Flood Risk Management Plan (TFRMP) integration process. Outcomes of the WP5 will be integrated into WP6 (Synthesis). The WP5 deals with the following main issues: integration of Floods Risk Management Plan elements into river basin management plan; Data collection related to flood issues and climate change; Development of elements of TFRMP – country reports; Synthesis of country reports and development of a strategic paper on the integration of TRBMP and TFRMP process, comparison of Flood Risk project and shared vision planning (SVP) method in stakeholder involvement, study on simulation of dike failure with transboundary effect. The WP5 results will be integrated in to Output 6.2.(Final draft of the update of the ITRBMP) and partly to Output 3.1. (Improved GIS database).

  • WP6: SYNTHESIS. The main objective of WP6 is to consolidate the results of the WP3, WP4 and WP5 as well as to develop a pilot activity on drought management in light of climate changes. This pilot will also link to the WP5 activities. The WP6 will work in close cooperation with other technical WPs and other activities of WP6 and The Communication Team. The main elements of the WP are: compilation of results from WP3, WP4 and WP5; Workshop on development of the JPoMs in close cooperation with WP2; Editing of the update of the ITRBMP; Workshop for discussing the draft ITRBMP utilizing the outcomes of joint activities of WP2; Pilot activity on the development of a paper on drought management in the light of changing climate, in cooperation with and also utilizing outcomes elaborated within WP2, WP4 and WP5. The outputs of WP6 are : Pilot - Drought and Climate Change – SVP, Final Draft of the update of the ITRBMP and Public Involvement and Participation Strategy and they contribute to programme output indicators number of pilot actions for improving transnational water management and flood risk prevention, number of tools for improving transnational water management and flood risk prevention and number of strategies for improving transnational water management and flood risk prevention, respectively.
