Introduction

The main objective of the Conference on Transition Countries and Water as a Factor of Stability is to prioritize issues and needs relating to integrated water management at different levels (global, regional, local), with special reference to countries with transition economies.

Serbia’s water management challenges are numerous and highly complex. As such, they necessitate long-term, systemic and programmed efforts and funding. By organizing the Conference, our wish is to call attention to the fact that Serbia’s available capacities, not only of the government, but of the industrial, commercial and science sectors as well, have certain practical potential but are neither prepared nor sufficient to respond, with desirable results, to the needs of Serbian society, as well as to the highly demanding requirements of transition reforms facing Serbia in the EU accession process.

To strengthen Serbia’s water sector, given that the country is highly indebted, major infrastructure projects needs to be implemented meticulously and the objective of the Conference is to suggest a roadmap for Serbia in this regard. In order to successfully implement the needed changes associated with transition processes, where large capital projects are among the main requirements, it is of the essence to strengthen the government and all national water-management related capacities, particularly financial and institutional.
