The Town of Stari Kostolac is located on the left bank of the Mlava River, between an arm of the Danube (the Dunavac) and relatively high terrain. Most of the town lies along the edges of a terrace toward an abandoned strip mine filled with barren land up to an elevation of 71.50 m.

 

To protect the town from the impact of the Iron Gate 1 reservoir:

  • Existing structures have been expropriated and parts of the terrain, lower than 71.50 m a.s.l., were filled;
  • One kilometer of a road was elevated to 72.50 m a.s.l.;
  • A concrete storm drain, including culverts under a paved road, was constructed to the Mlava River (surface runoff is generally transported to the river, but during flood events water enters the populated area from under the road);
  • A drainage system comprised of 12 water wells with submerged pumps discharging into the Mlava and a cold water canal were constructed; and
  • The terrain between drainage well B-1 and the arm of the Danube was filled up to an elevation of  71.50 m.

To date, no action has been taken to protect this area from flood waves on the Mlava River which are not a result of the backed-up Danube.

Due to specific conditions which exist in the low-lying areas of the town, a number of flood events were recorded due to high stages of the Mlava River. In addition to flooding, the low-lying area along the Dunavac and the area adjacent to the Drmno TPP ash disposal site experience problems due to a small depth-to-groundwater. In view of this highly complex situation, the proposed protection system includes:

  • A dike running along the river to the upland area;
  • A drainage canal running along the Dunavac, to protect the low-lying area of the town;
  • A pumping station to respond to high flows of the Dunavac/canal running to the ash disposal site; and
  • Three drainage wells with submerged pumps.

These structures and facilities were sized based on:

  • Hydraulic analyses of surface water flow;
  • Analyses of dike slope stability;
  • Hydrodynamic modeling of steady groundwater flow;
  • Selected technical characteristics of drainage wells;
  • Structural analyses of the pumping station building and drainage canal components; and
  • Hydraulic analyses for purposes of selection of hydro-mechanical equipment.
