Monitoring and Analysis of the Impact of the Iron Gate 1 HPP Reservoir in the 70.30 m a.s.l. Backwater Regime

Two campaigns were undertaken to study the impact of the Iron Gate 1 HPP reservoir on riparian lands in the 70.30 m a.s.l. backwater regime:

  1. Monitoring and assessment of the impact of the Iron Gate 1 HPP reservoir on dike stability, and
  2. Monitoring and assessment of the impact of the Iron Gate 1 HPP reservoir on the groundwater regime and riparian drainage systems.

 

Monitoring of dikes and revetments in 2006 was conducted under inclement hydrological conditions, with maximum river stages recorded along most sections. Monitoring included:

  • Inspection of dikes and revetments;
  • Consultation with water management organizations responsible for flood protection;
  • Assessment of instability and recommendations;
  • Collection, collation, processing and analysis of measured data.

Detailed site inspection revealed the following shortfalls:

  • Inadequate dike/revetment crest heights;
  • Seepage along dike slopes;
  • Water logging/flooding behind dikes and revetments.

Based on collected data and completed analyses, priority actions were identified with the goal of protecting urban areas and farmland from river floods, including:

  • The construction of dikes/revetments along relatively short river sections; and
  • The reconstruction of existing dikes (crest height increase, additional ballast, outer lining, etc.).

The second campaign focused on the impact of the Iron Gate 1 HPP reservoir on the riparian groundwater regime and drainage systems, including assessments of:

  • The impact of the groundwater regime on unprotected and low-lying areas; and
  • The condition, performance and effectiveness of drainage systems which protect urban, industrial, and hydraulic reclamation areas.

The objectives of the program were to:

  • Ensure proper performance and maintenance of protection systems;
  • Identify any maintenance shortfalls and provide rectification guidance; and
  • Identify any action needed to prevent damage and enhance protection.

The program was implemented based on:

  • 1985-2006 monitoring data on groundwater levels and causal phenomena;
  • Drainage system performance data (pump hours, pumping station and canal water levels, etc.)
  • Detailed site inspections to assess drainage system effectiveness; and
  • Recorded stages of the Danube and its tributaries.

The data were processed and analyzed to identify and determine:

  • Groundwater problems and their causes (climatic conditions, hydrologic conditions, backwater impact, operational shortfalls, failure of drainage systems...),
  • The need for and extent of any supplemental monitoring;
  • Proposed modifications of operating modes and/or maintenance approaches, and
  • The need for any upgrading or reconstruction of protection systems.
