The International Sava River Basin Commission (ISRBC, the Sava Commission) was established pursuant to the Framework Agreement on the Sava River Basin signed on 3 December 2002 at Kranjska Gora (Slovenia), by Slovenia, Croatia, Bosnia & Herzegovina, and Serbia & Montenegro, following negotiations conducted under the auspices of the Stability Pact for South Eastern Europe.

 

The Sava Commission was established to implement the Framework Agreement and jointly set objectives, including:

  • The establishment of an international navigation regime on the Sava River and its navigable tributaries;
  • The establishment of sustainable water management; and
  • The undertaking of measures aimed at prevention or limitation of flood risks and elimination of adverse effects of floods, ice, droughts and accidents involving substances hazardous to water.

The ISRBC Permanent Expert Group for the River Basin Management has prepared an action plan for development of a Sava River Basin Management Plan in compliance with the EU Water Framework Directive and produced a document titled „Implementation Strategy for the Framework Agreement on the Sava River Basin”. As part of this Plan, in 2009 experts from Jaroslav Cerni Institute (JCI) and other domestic institutions and organizations participated in the drafting of an “Assessment of the Sava River Basin” (Characterization Report on the Sava River Basin).

The ISRBC Permanent Expert Group for Flood Prevention is developing a common Flood Risk Management Plan for the Sava River Basin and undertaking other activities aimed at improving flood protection. JCI experts are actively participating in these efforts and have contributed to the drafting and adoption of two protocols to the Framework Agreement: the Protocol on Flood Protection and the Protocol on Sediment Management.
