The Building Land and Construction Directorate of the City of Belgrade commissioned this project as part of a comprehensive initiative to maximize harmonization of wastewater and stormwater evacuation and treatment within the City of Belgrade with EU standards in the foreseeable future. Enthusiastically responding to this initiative, the Project Engineer (JCI and DHI Water-Environment-Health from Denmark), proceeded with the development of the Master Plan in full compliance with the Client’s vision laid down in the Project Terms of Reference. The School of Civil Engineering of the University of Belgrade played an active role by providing ongoing project monitoring assistance to the Client.

In view of the highly-complex context and the fact that project activities are currently still under way, only a summary of major project components is provided below.

The Project Engineers’ vision of the future Belgrade sewerage system is based on the following major components:

  • Improved service through safe urban wastewater evacuation and treatment at suitable facilities;
  • Enhanced conditions of the immediate and extended environment through better protection of rivers and urban streams from uncontrolled discharges of untreated wastewater;
  • Protection of urban drinking water sources from wastewater pollution hazards;
  • Safety/protection of human life and assets from the adverse effects of stormwater flooding (addressing potential climate change and extreme rainfall events).

The Project Engineer has already undertaken a number of activities, which can be summarized as follows:

  • Measurements conducted to identify wastewater and stormwater quality and quantity;
  • Assessments of existing and future hydraulic loads of the sewerage system;
  • Analyses of current and future wastewater and sludge quality, and assessment of wastewater pollution levels;
  • Development of a mathematical model, based on a GIS platform and the existing sewerage system database;
  • Calibration of the mathematical model based on processed data;
  • Assessment of existing sewer network performance under various scenarios, including accident situations;
  • Development of a proposed strategy for expansion and performance upgrading of the sewerage system, including resolution of wastewater treatment issues and addressing the number and capacities of wastewater treatment plants and the preferred treatment technology.


Completed activities and derived conclusions are presented in a Project Document Package comprised of:

Section 1.8.    Revitalization Strategy for Urban Streams
Section 1.9.    Environmental Impact Assessment
Section 1.10.  Sewerage System Development and Upgrading Strategy

Based on progress made to date and the timetable for the remaining activities, the entire Project Document Package will be completed by the end of 2010.
