For purposes of this Preliminary Design, the Department has undertaken detailed prospecting of the site, consulted with the contracting authority, reviewed available documentation and information, and collected extensive data pertaining to the future water supply and wastewater generation. The Preliminary Design addresses several wastewater treatment options, which comply with the Serbian Water Management Strategy, the Planning and Construction Law, other applicable national legislation, and EU legislation. The documentation package proposes the best technical solution, to be used as a basis for future action pertaining to wastewater disposal and environmental protection.

Wastewater from the tourist resort will be delivered to a wastewater treatment plant (WWTP) via a Ø 500 mm gravity sewer. The site of the future WWTP was selected based on resort development plans, urban plans, and conditions at the Jabučko Ravnište Plateau.

The contracting authority requires the WWTP to be built in stages. The initial organic load capacity will correspond to a population equivalent (PE) of 900. As the resort grows, WWTP capacity will be increased to a total of 2700 PE.

In view of stringent environmental protection requirements, treated water must in no way disturb and/or threaten the stipulated water quality of the recipient – the Orao River – which is a Category I watercourse. For this reason, the selected wastewater treatment approach is based on low-load activated sludge and nano membrane technology. This technology is gaining widespread use throughout the world, in both new and reconstruction projects, and under diverse climatic and operational conditions. It ensures a high purification level and significant savings due to a compact biological treatment line. Effluent characteristics correspond to the highest level of tertiary treatment. For additional safety, treated water will be subjected to UV disinfection prior to discharge into the recipient.

Owing to intense aeration within the aeration zone, activated sludge will be aerobically stabilized (simultaneous stabilization), and for this reason the selected sludge treatment method is based on gravity thickening, chemical conditioning, and mechanical dewatering prior to sludge cake disposal.

The WWTP will include a pre-treatment stage for the ultimate capacity of 2700 PE (coarse screen and fine screen integrated with an aerated sand trap) and three membrane units for biological treatment, 900 PE each.
